That last row buys a like-for-like built-in on its own, with nothing allowed for fitting it or for the joinery around it. Every figure above it is being weighed against that, which is why a structurally sound cabinet is usually worth putting right even when the quote makes you wince.
The call usually arrives with the conclusion already attached. Somebody has looked at a panel doing nothing useful and said the word board, and the owner is now pricing machines. On a BI cabinet that is premature twice over: once because the part in front of the board fails in much the same way, and once because everything expensive about the machine is still perfectly sound.
What BI means on the plate
BI is one of the model prefixes Sub-Zero groups into its Classic family, alongside CL and the numbered 600, 500 and 200/300 cabinets. On all of them the rating plate is inside the door near the top hinge — the refrigerator door on an over-and-under, the freezer door on a side-by-side, the left-hand door on a French-door cabinet. Read it before anything else. Which generation you own governs which board will go in and how it has to be set up.
The board and the panel are two parts
They fail in ways an owner cannot tell apart from the front, and they are not priced alike. The keypad is a membrane switch joined to the board by a ribbon cable, and the documented test for it is a continuity check across every pin combination in the terminal housing. Where that test fails, the whole panel assembly is renewed and the board behind it never needed touching.
Why this one is rarely close
Set what is being weighed side by side. On one side a single electronic part, fitted without the refrigerant circuit being opened and without anybody disturbing the liner, the doors or the joinery. On the other, a new machine before anybody has been paid to put it into the hole. The only thing that genuinely turns this decision is supply: whether a board for your model can still be had and set up for it.
